The question can easily reversed, to why can't ESR hit whatever SP one wants? What does it need to do for this and what does it have going for it, to achieve this? Fundamentals have not changed.

While some companies struggle to acquire a rig, or celebrate having one for 12 months, what has CD and ESR done? The personnel, the environment, the underwriting it's all quite positive.

A few more hits that satisfy the markets appetite for grade and scale. If any of them are substantial and/or backed by modelling that has guided them there then that is a big de-risking event.
