    helium is the least soluble gas so it's not going to be dissolved in water.... possibly suspended in water under pressure yes. Can it be released by fracking or say a vacuum pump at the top of a borehole? Was the helium in the mud and in free state tests due to the drill bit releasing it? these are the questions that need to be asked. Anyone using terms that imply that He is in some way dissolved or soluble is whether intentionally or not misleading others. it's a noble gas very unreactive with other elements so won't be bound to anything down there. it's just a case of can it be liberated in a viable commercial quantity!
