Just to clear a few things:
There is no such institution called "Ministry of Works" in the Brazilian Federal Government.
This Plant "Stop Work" order would have come from the Ministry of Labour and/or the Ministry for the Environment, and both would only get involved and issue such operation suspension order over very serious issues. Lack of guard rails would not warrant a suspension in operation affecting the plant and port operations, hence I am very suspicious of this announcement.
Also, I wonder what else occupies the Plant Safety Engineer who did not notice the missing "guard rails" in such important parts of the plant that would cause the government to suspend the operation at the plant and port.... amazing!
I am no expert in mining and/or safety issues, but I know how Brazil operates (I am here now!).
