The NH's were never subject to any restriction on selling their shares. The COI process was for former note holders who couldn't qualify for a conversion of their notes into shares because of constitution or jurisdiction or lack of financial licence or those note holders that were not contactable. NH's have been free to sell on the market (and some have) since the company relisted in July 2014.
