Freeport had a much larger exploration licence covering the territory of several different Indigenous groups (basically the whole Kalinga area). The Balatoc were pro-mining while the others were ambivalent (basically artisanal miners against and community neutral/for). CLA's MCB project is on Balatoc land. Freeport made themselves into pariahs by behaving terribly towards the other groups - bribing elders, not consulting, rushing due process etc. Anleck's smaller project area focuses only on the Balatoc land, cutting out the rest (this is noted in the ethnography shared on HC). This is a consequence of the disorder and malcontent wrought by Freeport. It is also why CLA can succeed. The other tribes have no say into what happens in Balatoc territory. The Balatoc have been granted right over mining in their 'ancestral domain', meaning decisions do not need to go to the Indigenous council. They have since permitted Anleck/CLA to go exploring, as announced by the company.
So that's why Freeport 'walked away', and why CLA has a good chance now.
