Surely they have been forwarding discussions of the financing of the project whilst waiting for this tick of approval from the indigenous group? Why would they not have all their ducks lined up , ready to move once this certification was gained. I suspect we will here about the funding for the project sooner rather than later, unless of course they haven't got any firm commitments from interested parties yet.
