The whole thing is riddled with controversy. Why would someone who cannot perform the task get appointed? Who did the appointing? When the account finally opens then what? It is doubtful MCC will be required to pay instantaneously.
If someone wanted to work overseas they'd check what they would require before hand...seriously this is a lawyer and not someone uneducated.
