Of course they can.
They've just updated capital costs - estimated revenue can be also given and the assumptions behind all the estimates given.
No study is ever going to be that accurate whether it's called DFS or not - there's too many unknown factors. Just give the assumptions at the time.
The current information might be ok to sell the deposit to a nearby producer who might be aiming at 1moz / year for example and the opportunity to advertise it - because we the shareholders aren't getting much out of the announcement IMO.
