The Role
The primary role of the Country Manager – China is to develop and manage the MRL Group's offshore procurement function and to oversee MRL's offshore project engineering and fabrication activities. This pivotal role will be based in Guangzhou in southern China and is critical in developing best practice, cost-effective outcomes for the acquisition of fabricated equipment and materials as well as strategically sourcing goods and services for the MRL Group from Asia.
The Country Manager – China will be responsible for:
Managing MRL's Representative Office in Guangzhou China in accordance with PRC and provincial laws and requirements
Developing and implementing appropriate business and personnel management policies, procedures and controls
Managing the relationship between MRL and PRC staffing and recruitment agencies
Developing, implementing and managing best practice procurement strategies, policies and processes to optimise MRL expenditure on equipment and machinery, and goods and services sourced from Asia
Identifying and assessing the suitability of Asian engineering firms, fabricators and suppliers, and managing the formal QA/QC qualification process
Developing and managing Asian fabricator and supplier relationships
Leveraging MRL Group buying opportunities to reduce the cost of MRL goods and services sourced from Asia.
Establishing and managing appropriate logistics chains for the movement of procured goods from Asia to MRL's warehouse
The ideal candidate will possess:
10+ years demonstrated previous experience in strategic procurement in the resources and/or mining services industries, preferably including the sourcing of fabricated equipment and materials
Experience in, or exposure to, technical aspects of fabrication and design preferred.
Extensive procurement experience in China (Southern China preferred)
Experienced in supply chain management for importation and distribution of goods sourced from Asia
Knowledge and understanding of issues and requirements for conducting business in China
Capacity to provide strong leadership to drive a high performance, ethical and MRL aligned procurement culture that will underpin the success of the offshore sourcing function
Ability to develop and sustain relationships with Chinese and other Asian suppliers
Ability to drive a culture that is consistent with MRL's values and behaviours
Desirable:
Relevant tertiary qualifications in business, commerce, logistics, supply chain, etc or related field, or technical qualification with relevant commercial business experience as an adjunct to the formal qualification held
Chinese language skills preferred (Southern China preferred)
