Those rights are for the current issue, the rights to buy at .8c with half an option attached. They are not an option to buy a share down the line. A slight difference.
No sugar coating. This is very much a spec stock but a better spec than many around. It is because it, as you say. has a paltry amount in the bank that this issue is current. That's what little spec companies go through before they start to produce. That paltry amount you Quote as $408 is actually shown in the half yearly as $407,265. Not quite as paltry as you suggest.
