it effects South johnston, Mourilyn and Inverell and the trucking route crosses the bruce highway.

Have you been to a community forum or public hearing about a proposed development? there will be huge criticisms of that plan when there is a railway available. The reason QBL didn't use the rail I expect is that it would be a much bigger cost to capex (and perhaps opex, although it may be lower) and that would impact their IRR.

As I said, their scoping study was not comprehensive and the economics touted won't be the end of the road.
