I believe he's referring to "black energy" (i.e., fossil-fuel based energy output, such as coal-fired power).
The term "green energy" is used to describe renewable energy, such as wind, solar, geothermal, etc... Therefore, the combined total of the value of the output "black energy" price and the RECs (renewable energy certificates) equals what the actual total output price of the "green energy" produced will be. PTR state in today's presentation that this "bundled price" is expected to be greater than $140/MWh.
I'm fairly sure I'm right about the above, but I wouldn't want anybody to quote me on it ! ...
