yep its clear as crystal that government has said "we want to use your facility, however we need to close the vaccine deal which is taking a bit longer than expected. So lets get you to set the site up, get it sterile ready and when we have the deal done with the vaccine manufacturer we will be ready to flick the switch and begin production."
todays release basically says that the government is doing the negotiating for IDT now.
Only piece remaining is the commercial terms between IDT and government nominee (vaccine company)
