I think it's not unexpected to be honest. I would assume a rough timeline something along the following 6-8 months to complete the JV, feasibility studies and FEED work for the plant. Then 12 months to complete build and commissioning. At a guess I would say first shipment somewhere around March 2019 just from my observations of other projects.
