I know the names are confusing but ytterbium is neither a light rare earth nor is it common. Ytterbium is a heavy rare earth and in pure form it really is rare. I expect the writer probably meant yttrium.
Not that either metal matters for Lynas which doesn't actually produce either of them. The Lynas basket of rare earth metal oxides according to their website is:
Cerium: 46.74%
Lanthanum: 25.50%
Neodymium: 18.50%
Praseodymium: 5.32%
Samarium: 2.27%
Europium: 0.44%
Dysprosium: 0.12%
Terbium: 0.07%
