No, the game hasn't changed a bit. Chinese still totally in control. Still talking about eliminating supply, getting rid of polluting industries, but no sign of them actually doing anything. They were even talking about building a strategic stockpile - that should have boosted prices if anything would. No sign yet.
The only supply they seem to be focusing on eliminating is Lynas by keeping the prices low. Moly have govt. support.
