Just reading through the release and I think this might be the key statement.
'Lynas continues to lodge applications related to the above and to engage with the relevant regulators on a business as usual basis. In some instances approval processes are taking longer than has been the practice previously'
Perhaps Lynas thinks this deliberate go slow on approvals is the first step in another targeted shot across the bow of the company and expects that this will result in a review of operations.
