i agree, with proposals about to come thick and fast between now and the 18/3 deadline, the major players will indeed have to show their hands otherwise they risk missing out.
The likes of Kepco, Areva, Toshiba / Westinghouse etc need to lock in supplies so that they can implement their agressive expansion plans.
