The other effect of this news campaign will be the announcement of the requirement of additional funding for these projects. I'm guessing they're hoping for a sp boost so as to not have to raise funds below their most recent raising of 10 cents. The flip coin to this is that any sp boost will be getting sold into by those who have those cheap 10 cent shares.
