Yep 100% if they wanted to embed it they'd absolutely need JEDEC or something similar.
IMEC's Interconnect Metallization Roadmap (IMR) provides guidelines and recommendations for interconnect technology in semiconductor devices. These standards cover materials, processes, geometries and electrical characteristics of interconnections.
Device Scaling is part of the standard. Build it X way and it scales X way .. When 4DS say it scales on other megabit arrays they are likely compliant to the standard in a manner that they know it WILL scale or has scaled already.
