    MJ. All the refining capacity and infrastructure is there... as far as Block 9 is concerned.. Sherritt have rigs, as do the Chinese. There are 5 refineries in country Im told.. The issue is SUPPLY.... they need to develop their onshore oil resources pronto to balance the 'oil budget' or import from Texas (imagine the resistance to that atm!) MAYs timing is perfect imo. DYOR
