The fact is, Cuba is an onshore prospect, with oil seeps at the surface. It's located to a significant centre of the oil and gas sector, close to a massive consumer, and it's profitable at current depressed prices.
With a motivated government looking for export trade to re start with the US, it's makes much more sense than trying to develop an offshore prospect in one of the most remote places on earth that requires stacks of cash and lots of negotiation with third parties to even explore.
