chris - probably something one needs to consider is that Cuba is likely to be a bit of a backwater for oil exploration - infrastructure - service Cos, government Depts, evironmental proceedures etc etc - i do not know but am unsure of the status in which to do business in cuba.
second being onshore - how populated are the areas they are looking at. Is the existing seismic good enough to drill on or is 3d seismic required. - if so how difficult is this in terms of onshore logistics - neg with landowners etc etc
if a jv partner comes in - they may want 3d seismic as a matter of course.
then there is the actual drill site and further neg with landowners etc etc prior to spudding
so i can see many potential issues on the way to drilling. the good thing about offshore drilling although more expensive - there are not nearly as many potential obstacles as oposed to onshore as i have highlighted.
i think Q1 2018 will be the earliest at best, however if one times this right it will be a bloody good trade Just IMO
