there is no withholding tax on fully franked dividend
however the franking credit is not accessible to nonresidents
given many holders in NZ can make capital gain tax free gains on sale of their bhp (because of not being traders) this really becomes an enforced use of the ‘sale facility’ because if keeping the Woodside shares one must pay income tax on the ‘dividend’ used to produce it.
