It is relatively easy to stuff orders into the buy and sell queues although this is against regulations. This affects the price and are the tricks House or Robo/HFT/Program traders use that can cause up or down movement in prices. For instance, u can stuff both the buy n sell queues, then when real sellers sell to yr buy queue, the program/HFT auto takes those shares n puts them up as a sell queue, thus moving the buy/sell quote down one tick. The process can be repeated until no more real sellers are left, n the price will have moved down some ticks during this process. At the session end, both buy n sell amts r squared off leaving no open shorts. Thus one actually doesn't need a lot of open shorts to get the price down.
