Its just a letter that says they may move to register a case with the legal system in 60 days if they don’t get a response. They would need to actually follow through with this threat after 60 days and hope it has a solid legal footing to get the go ahead through the legal system, and not dismissed outright. If i was 88E, its BAU - ignore for the moment.
