This announcement and the additional 10 days for public comment are in relation to the environmental assessment, not the drill permit itself.
"An EA was also completed on December 20, 2021, that included drilling 1 exploratory well and surface activities during the winter of 2022 in the Peregrine Exploration Program area"
The EA is one of many components that go into a drilling permit approval, so as such needs completion before the permit can be issued.
