This is a rebate from a tax incentive program, not a funding grant.
The amount of the rebate depends on how much the relevant company has expended. It's nice to have that tax rebate, but it's not the main game.
MSB has progressed a long way down the R&D stages, and with products at late stage FDA testing. Whereas companies receiving funding grants tend to be at the earlier stages of developing a product. IMO.
