If you look at the panel assays of Mestre on the plan one can imagine zones of low grade and high grade. A couple more drives sampled in the same area may reveal distinct zones. To find the high grade zones development has to be done through the whole orebody which will result in some parcels of quite low grade.

With respect to the panel samples, a 2m x 0.5m panel yielding 12kg is about 5mm thick. Now those doing the sampling aren't taking a 5mm thick scraping across the entire area, they are picking lumps off across the area. In South Africa I believe they channel sample across the entire vein width with something akin to a twin disc angle grinder. Such a sample is likely to be less biased and the picking of lumps off a face.
