    The seller sets the price not the buyer. If you put a buy order in for 5c for example and there is a.seller selling for 4c then 4c is the price you pay, it's illegal for your broker to charge you the 5c you w ere willing to pay for your purchase.

    If a seller sets a price of 1c then that is what a lucky buyer will pay.
