No that isnt really how it works. Better to look at it this way - Market has currently attibuted a $24m Mcap to Sturec (almost no speculation on lithium assets in years) Now we are getting $6m cash (enough money to advance Sturec for a few more years) and $9m in 20c shares which will be attributed to the Lithium assets in a spin off.
If you like, for every 16.5c share you buy now, you are getting 6c worth of WR1 shares and 4c worth of cash that you wouldnt have gotten before. Todays shares are, pending a yes vote, worth 26.5c, figuratively speaking.
