No, it's only material if relates to an outcome or a decision to be made.
If someone's kicking unrealistic numbers around that are not worthwhile, it just puts a number out there that will only cause negative media attention - a debate around a number that is meaningless. The anti-camp will complain it's too much, and it sets expectations around that.
