Maybe, and this is adding 1+1 and getting 4 so certainly a reach - they were trying to slip the 'COVID-19 update' in with whatever this JV is (or isn't) and the ASX said 'bollocks to that' (which is the correct technical response I believe) so they had to release this now, to later on release the JV notification (and reference back to this one pointing to the COVID-19 details, which are completely unrelated to the JV but nonetheless... it is what it is).
I'm very skeptical of this JV now (especially the reference today that all agreements are cancelled or renegotiated - i.e. they can say 'sorry cancelled as per previous announcement' and we are none the wiser).
