Sounds like it. It looks like they deliberately pumped the price for the CR. I believe something similar happened before?
Also, 6% of 3.5 millions dollars will be around $210,000. They paid someone $210,000 cash to raise $ 3.5 millions and the current 1.44 BILLION shares issued will be further diluted by 129 millions newly issued shares. This does not include options issued too...
