KEntucky is vary lax on regulations , I built a milking shed there 18 years ago, didnt have to get a building permit or milk processing permit unlike New Zealand, which is over regulated.
MHM allready have the blue print for the plant after the one was built in Oz so cant see much of a problem apart from finance in getting it built.
At the current sp this is a buy.
