@rick23, thanks for that, I share your opinion of the Guardian. I'm sure someone would cry foul if any Fed grants were given to the urea program despite the fact it is exactly what the commission identified. WA state funds however might escape such criticism should they be forthcoming.

I thought The Guardian had a rather sneering attitude to the commission and anything that might flow from it. Probably wouldn't expect anything else from that publication, with a lot of the article relating to a failed fertiliser plant and it's dodgy owners.
