Not everyone puts out a welcome email ,me or anyone else in my family did not receive a welcome email from a particular smaller mobile phone carrier when we signed up ,but we receive a bill or receipt email once the bill has been paid.
Email may be used for bill reminders and billed paid receipt ,being that nothing has been billed or paid for yet ,you get no email.
By not putting out welcome emails ,registers are also protected from scammers trying to access your personal information ,or trying to scam you into thinking you need to pay now.
There is always a reason behind everything.
When it comes time to pay ,I'm sure the welcome emails will be sent out with a bill reminder and further instructions.
