That document is irrelevant here,all technology depends on the hands it is in,even a washingmachine can be dangerous in the wrong hands,heheheheheh.
Fact of the matter is that Brainchip will change the world for the better and we are gonna advance probably 20 years with it,maybe more if the Femto tech is utilised,because Nano and Pico tech incorporated and used with the Brainchip will help achieve that.
