"Best and Final" means MIN cannot raise their current bid.
They CAN extend the closing date, and hope they get a few more acceptances.
They can of course come back with a new bid at a later stage. I am not sure when they can lodge a new bid. I think if it is a new but different bid, eg say a cash bid, they could return pretty quickly if they so desired.
But MIN are tough - they will try and weaken the resolve of holdout shareholders, by doing a CR when NWE needs further funds for further drilling and exploration work. MIN will try to inch-up the register over time.
