Makes me think that the financing delay is likely due to the trickle down effect of this.
Funding has to be approved and received by the country, then it can be formally allocated - all very much out of Minbos hands.
My bet would be that they have informal/verbal allocation of some of this but can't announce until all the pieces fall into place
