He has no control over external parties which in turn influence the delivery timeline, yes, but he has full control over the standard of disclosure. That he does have control, and so far, he failed badly. This is not an opinion.

If he doesn't think so, I'd kindly ask him to read his own announcements to ASX the past few years, and compare those against what actually happened.
