    The first statement is what I don't understand, so would appreciate if anyone could explain.

    The announcement was made on 3 Nov, yet civil and drainage works are targeted to be complete by October??? As of 3 Nov, it is either complete or not complete, why targeting a completion date in the past? Probably someone copied and pasted from an old internal document, but forgot to change October to November?
