A rookie is a beginner. I'm no beginner. I suspect you are a beginner in this sector based on your views of small caps. Inexperience leads to losses and fear of a sector. Something you display regularly.
Regarding not a good buy if it can get cheaper. That also shows your Inexperience. Instos and smart investors accumulate stocks at cheap prices knowing full well they might go cheaper before rewarding them in the long run. I'm sure Australian Super knew PLS would go lower before the sector turns higher longer term but they started buying many months ago anyway.
Only someone with a lack of experience thinks they know where a sp will be in the short term or even in the long term with 100% certainly. We can do research to come up with targets to help with investment decisions- or in some cases, not very educated guesses but get lucky. I got lucky early in my investment career and let it go to my head. That is a rookie mistake that you are making now.
Sp targets based on valuations are one thing. What the sp will be at any point in the future can be another thing.
Anyone that thinks they are 100% right is fooling themselves but no one else. Anyone that thinks they can be close to 100% right in picking stock moves can only believe that with Inexperience. Experience teaches us otherwise.
No one needs to be right anywhere near all of the time to make good returns over the long term - and no one ever is.
Anything can change for the worse at any time with any company in any sector but it can also quickly change for the better too. Good value is good value regardless of whether or not it becomes even better value. Different people will have different opinions on what is good value. I value my opinion on that, not yours, when making my investment choices.
