Brokers have fair value on this at well north of where it is now. If they can accumulate at current price then they are increasing their profits, and also de-risking if they have got it wrong so they're not paying "overs".
Alternatively, a capper could be a broker working for a prospective miner who is considering a TO and want's to put a low-ball offer in.
Either way, I am going to keep taking bites out wherever possible.
