I would agree that consolidations usually lead to sell offs. And it is certainly the case in companies that I have held in the past. However in these cases the companies did not have the short term potential of PWN. I just feel that if there is going to do a consolidation then I think now is the time and the benefits should accrue to the long term holders. The case you mention of AVH consolidating .45c does not make a compelling argument to me because .45c does not warrant such a move. But a sub 1c stock with almost 2 billion shares then you know it will consolidate one day so let's get it out of the way. A 8c stock with only 170m shares on the verge of a new technology that will revolutionise the market could easily see a share price move to multiple dollars.
