Yes, they were. IMO, anyone with less than a marketable parcel would be deemed to be Cash Out Shareholders.
As yet you have not altered my thinking, but I am always ready to learn.
The message that I am trying to give is that 13% of the shareholders hold unmarketable parcels. This is messy to say the least and should not be let continue.
If the BOD does not think that the share price will recover to levels above 40 cents in the near future allowing shareholders to recover, they might have 13% of their shareholders dangling, maybe for an extended period or worse.
Its good housekeeping to reset shareholder holdings. This is a perfect time to do it.
