According to the above table, the minimum time from step 10 to grant of license (disregarding AXE) is 14 weeks. So if you add 14 weeks to the 7th Dec 2018 brings you to 15th March 2019 and add 3 weeks for Xmas is 5th April 2019. So my renewed date range would be 5th April 2019 (best case) to your estimated end of May 2019.
