Gotta wonder if sticking with the Chinese and building the refinery in China would have been the best option. Bugger the IP! But then again, whatever TNG decided, SMS may have put a spanner in the works as their IP is also tangled up in Tivan somewhere!
Anyway if the Chinese had remained Tivan (maybe not such a bullet proof one) would probably already be built and operational, somewhere overseas, and most of us would have achieved our TNG investment goals and ridden off into the sunset
