We are on the same wavelength, see my post in the other thread. I would have thought the company might be able to deploy a large portion of the cash it holds now, coupled with debt and maybe a little equity if needed, to cover the CAPEX of a smaller start up.

Welborn seems to know London quite well, Schumann has a history there, and there is M&G and Blackrock on the register.

From the article you posted, I'm not sure this is the best option if others are available;

"Once the ore is upgraded to a 63% iron content, the project would deliver up to 5-million tons a year but Equatorial is looking for a smaller startup, trying to avoid debt. It is also looking for a strategic partner to bring into the project. The market is speculating Exxaro could either buy the project or form a joint venture with Equatorial."

Strategic partner obviously means dilution at the project level. If EQX can show other funding options than Exxaro, it also means Exxaro would have to dig deeper if it wanted the company.
