A mining lease does not advance a mining tenement. Only drilling can do that and only Axiom can advance San Jorge beyond exploration phase.
Surely you know this? If not I suggest reading a mining book. JORC and Feasibility studies are the backbone of the mining industry. Without those no mining. AVQ does not have any of the necessary documents to start mining.
Everyone knows project finance and what's needed. No matter if it's building a mine, a shopping mall, a highway or whatever and all those projects need tons of paperwork before financing can be raised. Even people who never went to school know this. Just common sense.
